SUDJECT: Evaluation Results for Fermi-2 Dryer Insta11Ltion Problem Gentlenen:

This is to document the results of an evaluation perfortned by GE to confirvn that the incorrect assembly of the steam dryer / vessel closure head had no adverse effect on any structure in the load path.

, It was reported that the steam dryer was incorrectly installed in the vessel and this resulted in an interference that'did not let the vessel head seat on the flange when assembly was attempted. The report indicated that the seismic lug, which should straddle the vessel lug with no vertical load transmission to the vessel lug, was in contact with the vessel lug and supported the weight of the vessel head and the weight of the steam dryer.

For our evaluation, the vessel head was assumed to be supported by three of the four steam dryer lifting lugs. The lif ting lug is welded to the dryer support ring. The dryer support ring carries the dryer plus head weight to the vessel steam dryer support lugs. The following structure was che-ked:

1. Theliftlug(buckling). .
2. The lift lug to dryer support ring welds.
3. The dryer seismic bracket for the non-design vertical load.
4. The vessel dryer support lug weld.
6. The vessel wall.

The evaluation showed that all stmsses were within ellowable stress limits of A5ME Section III. (It should be noted that all stresses would be within the ASME Code allowables if it were assumed that the loads were carried by two lifting lugs rather than three, except for the lift lug critical buckling stress. Ytsual examination showed that the lift lugs did not buckle.)
