Dear Mr. Shere:

The attached report is the result of an investigatior, conducted by the NRC Office of Investigations into an allegation of possible record falsification by an L.K. Comstock Quality Control Inspector employed at the Enrico Fermi 2 Nuclear Power Station in Newport, Michigan.

Information developed by both the Detroit Edison Company Nuclear Security Unit and the NRC Office of Investigations initially identified three separate instances wherein a Quality Control Supervisor forged the signature of a Quality Control Inspector on certain QC documents, wii;hout the Quality Control Inspector's knowledge.

When the QC inspector found her signature had been forged, she confronted the supervisor she suspected had forged her signature, and he responded by denying he had committed the forgery.

A subsequent investigation of this matter by Detroit Edison Nuclear Security resulted in the confirmation that the QC supervisor had in fact forged the signatures as alleged.

Further investigation of this matter by the NRC Office of investigation resulted in an under oath admission by the supervisor that he had in fact forged the signatures on the three documents, but as he indicated during the interview, only on those three documents.

A fourth document, however, has been identified as having been forged in the same manner.

Notwithstanding, the potential regulatory violation, it is also important that the possible criminal violations (18 U.S.C. 1001, Section 223a of the Atomic Energy Act) be brought to your attention.

Based upon the information provided above, we are forwarding the described-report and supporting documentation including sworn statements made to investigators, for whatever action you may deem appropriate.
