DIXIE, NEWPORT, MICHIGAN ON DECEMBER 14, 1983 BY RICHARD C. PAUL,1NVESTIGATOR UNITED STATES NUCLEAR REGULATORY COMMISSION Mr. Leach states as follows:
That he is the Director of the Nuclear Security program for Detroit Edison at the Enrico Fermi Power Plant Unit 2 and was ultimately responsible for the investigation of the alTeged forgery of Nuclear Energy Services document No. 5296, dated May 31, 1983, relating to the Ultrasonic Thickness Measurement Test.
Mr. Leach explained that John P. Drew, Supervisor of the Investigations Unit, Nuclear Security, Detroit Edison would brief me and answer any questions relevant to their investigation of the incident. Mr. Leach was asked if they could provide the U.S.N.R.C. with copies of their investigative reports on this incident.
Mr. Leach responded that he would have to consult with DE's legal staff, but that they normally required a subpoena to turn over any copies of their investigation reports. Mr. Leach stated that I was welcome to review any documents that they had on the incident, but that I could not copy anything.
