SUBJECT:
MEETING WITH DETROIT EDIS0N OFFICIALS RE 03-83-038 On January 12, 1984 Region III Field Director Eugene T. Pawlik and Investigator Richard C. Paul met with Donalfd A. Wells, Manager Quality Assurance and Peter Marquardt, Attorney, both of Detroit Edison.
At the meeting 01's concern about the need by NRC:01 for a subpoena to obtain any copies of reports prepared by Detroit Edison's (DENS) Nuclear Security relating to DEN's investigations of wrong-doing was brought up.
Mr. Marquardt raised the issue of their concern over the release of information obtained from DE by NRC under a Freedom of Information Act request. Mr. Pawlik briefed Mr. Marquardt and Mr. Wells on F0IA and 01 procedures relating to disclosure and it was decided to hold off any resolution of this issue until Mr. Marquardt had a chance to confer with Carol Ann Reed, NRC, F0IA Division about the disclosure issue.
Also discussed at the meeting was DE's allegation processing procedure.
Mr. Pawlik advised DE that they are not required to report wrong-doing per se to the NRC but stressed the need to get 01 involved in any allegation of wrong-doing at an early date.
DE indicated that they would be more than willing to cooperate in this area.
Mr. Wells explained Detroit Edison's Safeteam concept and Wells stated that the Safeteam is a separate organizational unit with DE. An allega-tion coming to the Safeteam is investigated by the Safeteam, screened by the Safeteam Director and forwarded to the appropriate organizational section for action, e.g. Nuclear Security.
He stated that DE has not experienced a large number of allegations of wrong-doing.
Mr. Marquardt stated that DENS is licensed with the Michigan State Police and has police powers, including the power of arrest and authori-ty to investigate criminal activity on the Fermi II site.

On November 28,1983, 01:RIII was notified by Detroit Edison of an alleged forgery of a signature on a Nuclear Energy Service (NES) NDE report dated May 31, 1983 by another NES employee.
Detroit Edison's Nuclear Security conducted an investigation of the forgery and concluded that the NDE report had been forged. OI will conduct a review of the Edison investigation to determine if further 01 involvement is warranted.
