FERMI 2 ALLEGATIONS I

From about 9:30 p.m. to 10:00 p.m. on 7/23/82, I ok a hree-way telephone conversation with the HQS Duty Officer and a who h d a number of allegations to make with regard to work at ermi 2.

appeared to be intoxicated and would not or could not l

provide much' n the wa'/ of details to help in making clear his allegations.

Each time I tried to question him, he launched into a long rambling discourse about his being out of work, about the bad work being dcne by his recent employer (RCI), about how poor the NRC inspections are, and about how he will take all of this to 20/20 if he doesn't'get answers within one week.

Some of his statements which appear to be allegations are listed below:

1.

The head was set on the reactor vessel without the proper paperwork, and did not meet the tolerance requirements.

2.

There is a lack of proper weld rod control by RCI.

3.

There is heliarc wire at the bottom of the vessel.

4.

The RCI superintendent does not know what he is doing.

5.

RCI personnel are taking PCF's (?) to the field, then taking them back to the office and changing them.

6.

The top guide does not fit properly on the reactor vessel head.

i 7.

Welders dropped a 440 V line on the refueling pool gate about two years ago. Repairs were made without proper documentation. This apparently refers to the access opening to the north fuel pit.

8.

RCI documents are not being kept in a fireproof vault or in fireproof filing cabinets.
