SUBJECT:

ALLEGATION RECEIVED BY FERMI II SAFETEAM On August 23,1983,an L. K. Comstock inspector gave the following allegation in his exit interview to the Fermi II Safeteam.

1.

Loss of documentation--af ter inspection when paper work is filed, it quite often is lost. Sometimes this leads to complete reinspection.

2.

Specification changes made in the middle of construction process, e.g., RTV in the drywell.

3.

People who keep track of documentation are incompetent.

4.

The equipment used in inspection is of poor quality and in some cases out of calibration, e.g.,

torque wrenches.

T 5.

Supervision in LKC is unqualified for position of Q.C.

Inspection Supervision.

6.

Documentation being signed under duress--interviewee has been directed to sign reports known to be incorrect.

The licensee is currently investigating these allegations. The inspectors 1

l have discussed allegation No. 6 with the DECO Director of Nuclear Security to determine if his department is involved in the licensee's investigation.

He stated that he was unaware of this allegation. The inspector made him aware of this allegation.

The inspectors will perform a followup of the licensee's action on this i

matter and will docuemnt their findings in a subsequent memorandum.
