We Federal Dnergency Managment Agency (FD4A) has carpleted an analysis of the pranpt alert and notification system for the Virgil C. Sumer Nuclear Station in Parr, South Carolina. Bis review has been conpleted pursuant to FEMA Rule 44 CFR 350; selected eJaluative criteria and Appendix 3 in NURm-0654/FD4A-REP-1, Revision 1; and FD4A-43, the " Standard Guide for the Evaluation of Alert and Noti-fication Systems for Nuclear Power Plants" (now published as FD4A-REP-10) . Se enclosed report entitled " Virgil C. Sumner Nuclear Station Site-Specific Offsite Radiological Dnergency Preparedness Alert and Notification System Quality Assur-ance Verification" stenarizes the ergineerirg design review, incorporates the results of the teleptune survey of the public coMucted immediately followirg activation of the alert and rotification syste on Deceber 14, 1985, and con-firms the a$equacy of the applicable evaluative criteria fran NURE-0654/ FEMA-REP-1, Revision 1, and FEMA-43.

Based on the ergineerirg design review ard the results of the telephone survey, FEMA has determined that the alert and rotification syste installed around the Virgil C. Stzumer Nuclear Station satisfies the requirments of NURm-0654/ FEMA-REP-1, Revision 1, and FEMA-43. 2 erefore, there is reasonable assurance that the system is adequate to pranptly alert and notify the public in the event of a radio-logical mergency at the site. he caveat on the alert and notification systs contained in the 44 CFR 350 apprcual dated Nwember 13, 1981, is now r e wed., he l Honorable Richard W.
