Trip Report for Basemat Confirmatory Analyses Audit August 29, 1986 An audit of the Waterford 3 basemat confirmatory analyses was held in New York between the NRC staff and its consultants, Brookhaven National Laboratory (BNL) and Louisiana Power and Light Company and its consultants, EBASCO. A list of attendees at the audit.is provided in Enclosure 1. The main focus in this audit was the calculations and results for the horizontal analysis.

At the conclusion, the NRC staff and BNL presented their conclusions regarding i the basemat confirmatory analyses program. These conclusions are listed below.

1. The horizontal analysis appears to be complete and was performed using ,

acceptable methodology. The calculational results indicate an acceptable I basemat analysis has been provided.

2. Four specific areas should receive additional discussions in the Final Report for the purpose of clarification. These areas are: (a) discussion of selected cut-off frequency for the horizontal analysis; (b) discussion of cracked vs. uncracked sections and their effect on stiffness and response; (c) statement clarifying that the purpose of the unembedded horizontal analysis was to approximate the original model, rather than accurately represent existing conditions so that the effect of basemat flexibility can be clearly established; and (d) provide a discussion con-cerning the potential for future radial cracking as a result of positive Ferding moments in portions of the basemat.
3. The staff and its consultants have now reviewed all five parts of the confirmatory analysis program committed to by LP&L in their letter of February 25, 1985, which was incorporated into the license as para-f graph 2.C.17, and conclude that the licensee's approach is acceptable.

.- confirmatory analysis program to the NRC by October 1, 1986. Proposed changes to the basemat surveillance program to address NRC comments on instrumentation and the newly-updated crack map will be submitted at a later date.
