SUMMARY
OF MEETING HELD ON APRIL 1,1998, WITH ENTERGY OPERATIONS, INC. TO DISCUSS LICENSING ISSUES AND REGULATORY PERFORMANCE EFFICIENCIES On April 1,1998, the staff met with representatives from each of the Entergy sites and from Entergy Corporation to discuss licensing issues and regulatovy performance efficiencies. The list of meeting attendees is enclosed as Attachment 1. The published agenda for the meeting is enclosed as Attachment 2, however, due to the length of discussions on the initial topics, those on change process controls, performance evaluation process, PRA/ risk informed in programs, communications, and use of topicals will be considered for future meetings. The April 1,1998, meeting was a follow-up to the January 22,1998, meeting as reported in the February 11,1998, meeting summary.
NUREG-1022 and proposed rules on reporting requirements, Office of Enforcement issues, and the technical specification (TS) values discussions were all held by video conference between Jackson, Mississippi, Two White Flint North in Rockville, and Russellville, Arkansas. The reportability and enforcement discussions provided an update for these areas. The discussion on the TS values focused on the need for each number to be identified as either an absolute or nominal value. Nominal values might be defined as readings directly from a calibrated meter while absolute would be meter values compensated for any number of effects such as temperature or pressure. The licensee was encouraged to develop a preliminary proposal for NRR comment and to follow up with a formal submittal through the TS improvement program.
The licensee is continuing to examine licensing submittal documents and will soon distribute the proposed standardized set to the sites for comment. Standardization input has been included from records management /information technology so that documents may be readily acceptable for electronic information exchange. The licensee has not yet formed the recommendations to the NRC for standardization of licensing approvals.
