The licensing groups at the four sites are about the same size, whi.
corporate licensing group is much smaller. Each site has a different approach to preparing licensing submittals with varying dependency upon the staff assigned. In both worste and site groups, tha staff 3
experience and capabilities in the licensing prccess; -
a critical. Each site has differing technical expertise in the licensing group whie is au unted for by site specific policy on submittal process and signed ownership for licensing pGucts. The sitos have borrowed from each other in making submittals to the Nuclear Regulatory Commission (NRC) and this has aided I
in submittals belag technically adequate and sufficient for NRC review. The use of a Econsed L
operator in the conduct of preparing licensing submittals has been precticed by the sites with

t Entergy Operations, Inc. (EOl) is ' interested in standardizing the licensing documents and nandling of correspondence to enhance ths efficiency of their operations. For their part, Entergy has assigned WI,. Dale Vines to examine the Arkansas Nuclear One (ANO) submittels as a starting point and to recommend a standard product that other sites can adopt. The technical structure and content of the initial submittalis of utmcst impostar,ce to EOl to minimize the e,eed for follow-on questions and delays. office procedure, for review of licensing submittals was prouded to EOl for information at their i
request; an eenior version of the PM handbook and the procedure are in the public domain. EOl l
was requested to provide complete r*~erences to the current licensing basis for each submittal as an aid for expediting NRC review. /or NRC documents and specifically amendments, EOl will recommend a standard way for the NRC to handle " implementation dates" for each action. when_the licensee submits the bases changes and will provide the results of the review in the safety evaluations as a routine matter.
On commitment managemnt, Entergy ;s following the Nuclear Energy institute (NEI) guidance on commitment changes t,r has progre,ns in place to augment tne guidance. The NRC is working on guidance for licensing actions such as license amendments and exemptions when commitments n: sd to be formalized. EOl ragsted that guidance also be developed soon for licensing activities such as generic letter responses and bulletins.

EOl had been made aware of the evolving guidance do PMs to begin including evaluations of licensing submutals in the correspondence to the licensees where appropriate. They are also aware that selected evaluations will be summarized and entered b the NRC's pt: ant issues matrix (PIM). The PIM serves a number of purposes, including use as an aid in the periodic evaluation of licensee performance. EOl would intend to carefully review and provide docketed responses for those evaluations with critical comments. NRR latends to follow licensee actions where improvements are needed. Dunng the.iiscussions on performance evaluations, EOI brought to the staft's attention their understandmg that Ucensee Event Reports (LERs) were being evaluated by the Office of Analysis and Evaluation of Operat;onal Dets, and that these evaluatien results were not being made available to the hcensees so they could obtain an understanding of what the NRC thinks about the quality of their LERs and respond accordingly. EOl was concemed about :he quality of the LERs meeting the needs of the agency.
Mr. Steve Bethay provided a synopsis of the inoustrfs efforts in the revision of 10 CFR 50.59

define the requirements or guidance on 10 CFR 50.59 reviews and 10 CFR 50.71(e) Updated Safety Analysis Repost (USAR) revisions.
The USAR revision process at eacn Ente.gy site is taking a diffet nt path to resolution and is based en age of the USAR and status of the USAR at the beginning of the effort. River Bend Station (P.BS) is a relativeh new plant with a recent USAR; 19 volumes with each filing a 3 inch binder. RBS is doing a limhed verification using the design agineering group. It is 30% done and due to be completed by the end of the year. This may rhan';e if resources must compete with design verification that may be required as a result of the recent 10 CFR 50.54(f) request on the subject. The RBS effort is a line by line review of the USAR for select systems. The information is tracked to procedures, surviellances, and maintenance to assure the systera and processes for USAR update were valid. Grand Gulf did a line by line verification in 1985 and is also a newer plant with an USAR the same relative s se as RBS. Grand Culf !s doing the same process as RBS for select systems and fracking the information to procedures, surveillances and maintenance to assure the system and update processes were valid. Waterford is doing the improved TSs and response to the 10 CFR 50.54(f) first, and then will follow with a similar line by line verification for the remainder of the USAR. The Waterford USAR is comparable to that of RBS and Grand Gulf. ANO did a Design Basis Reconstitution review some years ago and is now doing a full scope line by line verification. ANO is an older plant site and the USAR is smaller.
- The Entergy sites and the PMs recognize the need for more timely update of information available to WRR to support timely review of licensing submittals. The update of TSs is real time with the authority file maintained by the NRC. The TSs bases and Technical Requirements Meaual (TRA*) are being changed more frequently by 10 CFR 50.59 and the updated pages for inese docu; ;ent* are being submitted on a frequency consistent with the USAR updates. This makes these de sments anywhere from 6 monthe to 24 months out of date, which in some cases can cause confusion to NRR in the review of license amendments or response to events.
To remedy this, NRR and Entergy will look into ways for the NRC to be periodicey updated on the same basis as site offices are updated. NOTE: Subsequent to the meeting, the staff working with the Office of General Counsel, determined that licensees may update the USAR, TRM, and bases to the TSs on a frequency more otten than as required by 10 CFR 50.71(e) provided the updates are submitted on the Docket in an acceptable form for NRR and public access or use. Therefore, EOl may submit quarterly, controlled-copy,10 CFR 50.71(e) 4

updates to meet the requirements of 10 CFR 50.71(e) and no additional submittals of that same informatxm on a frequency of annual or 6 months following refueling is required to meet 10 CFR 50.71(e). Electronic submittals to ineet any NRC requirement mus,t be approved by the NRC pursuant to 10 CFR 50.4(c)..
This meeting with the 6consee proved to be of value to both parties. EOi will propose topics for consideration for another meeting to be held the day before the EOl senior management meeting with the NRC currently scheduled in April 1M8. Some of the preliminary topics would appear to duplicate those in the Regulatory information Conference (R3C); however, the licensee preferred more of a working level meeting w"h intensive dialog as opposed to the high level discussions in the RlC 1 hat don't always provide for an effective exchange of h; formation and ideas. The staff agreed to continue discussions about the follow on meeting for April.
