SUMMARY

OF QA MEETING ON WATERFORD On June 15, 1982, the NRC staff met with representatives from Louisiana Power & Light Company and their A/E (Ebasco) and NSSS vendor (CE) in Bethesda, Maryland. The purpose of the meeting was to discuss the applicant's proposal for verification that Waterford 3 was designed and built in accordance with NRC require-ments. A list of attendees is attached.

LP&L gave a presentation on the quality assurance program and design controls that have been used to achieve design conformance to NRC requirements and FSAR commitments as well as construction confor-mance to the design. The quality assurance program, which is strengthened by the average length of service of the personnel on i

the Waterford projects has been in place since 1971. QA reports to a high management level, and has management comitment and support. QA peronnel have the authority to stop work on Waterford 3.

The QA program has the ac'ceptance of the work force, and there have been very few instances of harassment. LP&L's QA program audits the A/E and NSSS QA programs'both on site and off site, including design control.

LP&L is confident that Waterford 3 is correctly designed because they hired an experienced A/E and NSSS vendor and they maintained ultimate responsiblity and final approval for project activities.

CE's design for San Onofre 2 'and 3 was independently verified by Torrey Pines Technology and the same procedures were used by CE for Waterford 3.

Other independent design reviews have been con-ducted by Ebasco design engin~eers and LP&L project group engineers, 1

as well as consultants in conjunction with their S0AR program (Systems Operability Assurance Program).

Finally, the Waterford 3 startup program provides confirmation that the implementation of design controls has been effective by reviewing design during pro-cedure development, and by performing startup and integrated tests.

In order to provide NRC with tangible evidence that Waterford has been designed and built in accordance with NRC requirements, LP&L proposed an engineering desig'n verification program. The program would consist of design verification on selected components or subsystems in each discipline. CE and Ebasco would verify the de-sign by independent calculations and checks performed by personnel not associated with the original caiponent or subsystem design.

Installation of the component or subsystem would be checked against design drawings. Startup tes't results would be checked against the design basis. The entire effort would be managed by an LP&L group, consisting of experienced engineers who are relatively new to the Waterford project. All results of this verification would be pro-vided to NRC. LPAL stated th'at details of this proposed program, if it is acceptable to NRC wo'uld be available by July 31, 1982.

After discussing the acceptablility of this proposal, we informed the applicant that as a result of the lack of specific details on their proposal we were unable to approve their plan. We indicated to LP&L that we had serious reservations regarding the independence and depth of the proposed verification program and requested a future ma.eting in which LP&L would provide specific details of the proposed program or alternatively propose another verification program that addressed these concerns. Mr. Drumond of LP&L will contact the project manager to arrange a follow up meetirig.
