SUBJECT:

SUMMARY

OF MEETING HELD ON MARCH 19,1998, TO DISCUSS DEVELOPMENT STATUS OF THE STANDARD QUALITY ASSURANCE MANUAL On March 19,1998, the staff met with representatives from Entergy Operations, Inc. to discuss the status of development of the standard quality assurance (QA) manual for all the Entergy sites. The list of meeting attendees is attached as Enclosure 1.

The licensee presented the status from the outline in Enclosure 2. The formal submittal is expected from the licensee around May 1,1998. The licensee has requested a six months review from the Office of Nuclear Reactor Regulation (NRR) and would schedule implementation at all sites about six months following NRR acceptance. The method of correlating the old site specific manuals to the new manual was discussed. Some provision will be made to document questions by the NRR review and docket the answers for staff use and for public information.

The two most significant issues from the meeting dealt with the level of detail to be included in the new manual and the specific areas listed in item seven of Enclosure 2. The licensee is striving for the level of detailin the new manuai te m3et the needs of the individual sites and to matc5 the NRR expected detail for a balanced QA manual. The current site specific manuals include a varying overall amount of details as well as differing degree of details in each section.

The second significant issue discussed at the meeting concemed those in item seven; qualification and training, r;'g Guide 1.26 and 1.29, iire protection, rad waste, station blackout the independent Safety Engineering Group (ISEG) function, and one other added on organization. Most of these have strong ties to quality assurance requirements in their own area as well as ties to the QA overall program or manual. The staff will be taking a close look at how the licensee proposes to handle these in the new quality assurance manual and/or Final Safety Analysis Report.
