SUMMARY
OF MEETING TO DISCUSS DESIGN AND IMPLEMENTATION OF THE SAFETY PARAMETER DISPLAY SYSTEM AT WATERFORD 3 A meeting was held on May 13, 1986, between the NRC staff and LP&L staff in Bethesda, Maryland to discuss the design and implementation of the Safety Parameter Display System (SPDS) at Waterford 3.
A list of attendees at the meeting is attached as Enclosure 1.
The meeting took the form of an information exchange. The staff critiqued LP&L's original design, discussed the results of the September 1985 on-site audit, and gave a preliminary evaluation of the most recent design proposal submitted by letter dated February 14, 1986. The purpose of the new design is to remedy the faults described in the findings of the audit report. LP&L provided details of the plant monitoring computer system design and described l
its limitations with regard to time constraints, accessibility, integration, man-machine interface and computer loading.
The staff noted that the new design in the February 14, 1986 submittal only-contained about one-half of the parameters presented in the original design and expressed several concerns with report to the missing parameters. LP&L agreed to submit justification for the new list of parameters selected for the SPDS and to do cost-benefit analyses on a variety of alternatives that could be implemented to remedy the deficiencies in the present design.
A followup meeting may be needed to discuss the alternatives selected by LP&L for the cost-benefit analyses.
