SUMMARY

OF MEETING HELD ON APRIL 16,1998, WITH ENTERGY OPERATIONS, INC. TO DISCUSS STANDARDlZING SITE SECURITY PLANS On April 16,1998, the staff met with a representative from the Entergy Corporation to discuss stands.rdization t.f the site specific security plans. The list of meeting attendees is enclosed as Attachment 1. The agenda for the meeting is enclosed as Attachment 2.

Each of the Entergy sites has been working toward a standard security plan in the past but site speci5c differences continus to make badging and other issues different and time consuming for the licensee. The licensee has in effect a peer group headed by Mr. Scott Cooper with the membership made up of each of the site directors for security. The effort now underway is to develop an Entergy security plan applicable to all the sites and to begin to standardize security processes at each site. Mr. Les England will head the group for standardizing the security plans for Entergy, The schedule for submittal under 10 CFR 50.90 is currenuy the first quarter of 1999. The peer group will be meeting in May and during this summer to draft the plan and document where the site specific plans are incorporated and how commitments have been handled. The licensee plans to meet with the NRC at regular intervals for status and working sessions.

The new plan is expected to follow the general format now in existence at the four sites and '

include site specific differences where necessary. To the extent all sites handle the sama inue or program detail, the licensee will strive to standardize. This may mean changing commitments to reach an overall balance for security measures. The licensee will also be looking at commitments to determine what makes sense in regulatory space and at the most reasonab!c cost. NRR and the region staff will be working closely on the review.
