SUBJECT:

TRIP REPORT FOR SITE VISIT OF JULY 31, 1986 A site visit to Louisiana Power and Light Company's Waterford Steam Electric Station, Unit 3 was conducted on July 31, 1986 to allow staff from the NRC and Brookhaven National Laboratory (Bhl) to examine previously unmapped cracks in the common foundation basemat. A list of attendees at the site visit and exit briefing is provided in Enclosure 1.

The cracks of interest were discovered during the conduct of an 18-month surveillance required by the technical specifications and reported to the NRC on June 2, 1986. The followup engineering evaluation filed by LP&L on July 1, 1986 stated that the cracks were not new cracks, but were old cracks that had not been previously mapped because they had been inaccessible during the mapping effort due to equipment placement, flooding, temporary storage or construction activity.

At the conclusion of the site visit, the NRC staff and B'NL presented their conclusions concerning the cracks, the surveillance program required by tech spec, and the followup engineering evaluation. These conclusions are listed below.

It appears that LP8L does not yet have a complete baseline map of all cracks in the basemat. Fany of the cracks that have alreacy been mapped are fine and of short length. There is no problem discerning large cracks of such a nature (i.e., greater then 10 feet or wider than 15 mils) as te exceed the trigcer values in the surveillance program and therefore be reported immediately to NRC, with a following engineering evaluation being filed 30 days later.

It was suggested that if LP&L intends to maintain a finely-detailed crack map as they presently are attempting, that.they concentrate their efforts in areas where additional cracking would be indicative of a problem with.basemat structural integrity and strength and that these areas also be located such that they will not be inaccessible at a later date. For the rest of the basemat, the current monitoring program and periodic updat.ing of the crack map should still be maintained.

There was some discussion about enhancement of the mapped cracks and marking of the ends of the cracks, as well as the feasibility of a photographic record, but no conclusion were reached in either regard.

The staff and its consultants (BNL) concluded that more strain gauges were needed. Only two of the gauges have been installed on the E-W cracks that have been of greatest interest.

It was suggested that if additional radial cracks are predicted by the construction sequences analysis, this should be.a prominent conclusion i

of the final report. The significance of any such cracks should be addressed ahead of time, rather than having to explain them after the fact.

The monthly settlement data indicates a 0.36" deformation of the mat over the course of a year, which could lead to bending moments of approximately 10%

i of the normal condition (and which, therefore are considered to be small).

At present, no mechanism exists to account for this deformation of the mat, as water table measurements are only taken at 6-month intervals. It was suggested that water table measurements, taken at maximum and minimum levels, could possibly enable future significant correlations between ground water levels and mat flexure.

It was concluded that all the newly mapped-cracks (with the possible exception of one superficial crack on the E side near a stairwell) are old cracks that were missed in previous mapping efforts due to inaccessibility of some areas of the basemat becauce of equipment placement, flooding, i

temporary storage or construction activity.

It was judged that the newly-mapped cracks fit the same pattern as the old cracks, possess the same apperence as the old cracks, and are consistent with what was expected to occur as a reselt of the construction sequence. Hence, the staff's evaluation of the significance of basemat cracks and the plant's licensing basis has not changed.
