FINANCIAL INDEPENDENCE OF DIABLO CANYON IDVP PHASE II CONTRACTORS This is in response to your menorandum dated September 14, 1982 regarding items 9 and 16 which deal with tne financial independence of individuals and corporate organizations for Phase II of the Diablo Canyon IDVP.
During Phase I the staff concluded that TES, SWEC, Cloud, and Reedy were independent frcm PG&E. Mr. Howard Friend, of Bechtel, has informed us that all of Bechtel's stock is held by the Bechtel family or officers of the Company, and is not available to these or other subcontractors. In addition, he does not believe that Bechtel does any business with any of the sub-contractors listed on p. 29 of the August 27, 1981 semi-monthly report with the exception of TES. He estimates that Bechtel's business accounts for about two percent of TES's annual revenues.
We have asked for written verification from both TES and Bechtel regarding any business dealings between PG&E and Bechtel and the Phase II subcontractors, but based on the above it appears that no financial conflicts of interest exist among the IDVP subcontractors, PG&E and Bachtel.
It is our understanding that Region V will report on conflicts of interest, if any, of individuals assigaed to Phase II.
