SUBJECT:

DIABLO CANYON SER It now appears that a Safety Evaluation covering all aspects of the independent design review for Diablo Canyon will be required in early January 1983. In order to accommodate this schedule, initial drafts must be prepared as soon as the subject of the various SER sections is sufficiently well developed for meaningful discussion, whether or not the issue is complete.

A review of our CSE program to date and discussions with Region V personnel have led me to conclude that several parts of the Diablo Canyon SER can be written in final form now. I am concerned however that the element of coordination usually provided by development of SER Sections consistent with the Standard Format and Standard Review Plan will not suffice for this effort.

I propose therefore that DL develop a fairly detailed outline of the Diablo Canyon SER with specific assignments to DL, DSI, DE, Region V etc. for preparation of the various sections.

In developing this outline consideration should be given to the extent that other documentation (e.g., interim technical report reviews and consultants reviews) should be included or appended to the SER and the extent that the voluminous record growing out of the Commission's reporting requirements can be used for reference.

In addition, guidance as to the extent of the discussion desired in each section should be developed so that the final product will reflect a consistent measure of documentation for each facet of the staff review.

We will be happy to cooperate in the development of the Diablo SER outline and guidance.
