SUBJECT:

DIABLO CANYON UNIT 1 SEISMIC VERIFICATION On December 8,1981, the Pacific Gas and Electric Company (PG&E) submitted its response (dated December 4,1981) to items 2 and 3 in Attachment 1 of the Comission's Order (CLI-81-30) of November 19, 1981 suspending fuel loaaing and low power operation at Diablo Canyon Unit 1.

Copies of this submittal have been provided to each of your offices.

While the Comission has not indicated the criteria by which the qualifications of proposed companies to conduct the independent design verification programs would be evaluated, the enclosed proposed response to Congressmen Dingell and Ottinger contains initial staff thoughts on tnis matter. Your review of the qualifications of proposed companies should be based on the information currently in hand. The criteria in the enclosed have not been formally approved by the Comission.

In addition the acceptability of the proposed program plan should be judged against the requirements of the Order included in the enclosed.

It is requested that you review PG&E's submittal and provide your comments to me with regard to the acceptability of the proposed companies and the proposed verification program plan by c.o.b. December 16, 1981. Coments frcm the Governor of California and the Joint Intervenors are being obtained pursuant to the Comission's Order.

It is our understanding that Region V is currently reviewing the PG&E submittal and will provide their coments next week.
