DSI REVIEW 0F DIABLO CANYON INDEPENDENT DESIGN VERIFICATION PROGRAM - PHASE II PROGRAM MANAGEMENT PLAN As requested in your memorandum dated August 16, 1982 DSI has reviewed the Telcdyne Engineering Services report, "Diablo Canyon Nuclear Power Plant, Unit 1, Independent Design Verification Program, Phase II Program Management Plan." We have concentrated our review on the Stone and Webster Engineering Corporation scope as described in Section 3.0 of Appendix 0 to the plan since it deals with the independent design verification of the functional capability of selected safety related plant systems.

The auxiliary feedwater system, control room ventilation and pressurization system and safety related portions of the 4160 V power system have been For this reason, the selected for design review verification in this plan.

Auxiliary Systems Branch and the Power Systems Branch will have primary responsibility for DSI involvement in this program. Additional assistance from the Equipment Qualifications Branch, Instrumentation and Control Systems Branch and the Accidental Evaluation Branch may be required to review the results of the design verification of the aspects of the above systems within their areas of responsibility which will be included in the plan.

As a result of our review of the plan, we have the following comments:

1.

Under Section 3.4 and 3.S of Appendix D, a line item stating the following should be added to the more detailed listing of areas to be addressed by the mechanical / nuclear and electrical design review verification for the three selected safety related systems:

- Design documents including engineering and construction drawings for adherence to required / committed regulatory documents" 2.

Under Section 3.6 of Appendix D, the 4160 V Power System should be added to the instrumentation and controls design verification.
