SUBJECT:
DSI REVIEW 0F DIABLO CANYON DESIGN VERIFICATION PRCGPAM Phase I of the Diablo Canyon design verification program responds to Cornission Order CLI-81-30 of Nove:ber 19, 1982, and includes safety-related activities performed prior to June 1978 under all seismic-related service centracts.
Pnase I of the program has been underway since the fall of 1981. The Mechanical and Structural Engineering Branches of the Division of Engineering are the principal NRR elements participating in the Phase I review effort.
Phase II of the program responds to the letter from H. R. Denton to M. H. Furbush of Pacific Gas & Electric Company (PG&E) which requires an independent design verification program (IDVP) for (1) all non-seismic-related service contracts prior to June 1978, (2) PG&E internal design activities and (3) all service-related contracts past January 1978.
l Teledyne Engineering Services, as the program manager of the IDVP, submitted the Phase 11 program plan for NRC review and approval. Since Phase II includes elements that are within the purview of the Division of Systems Integration, we request that you review the Phase II plan. We expect that the participation by DSI will be primarily directed toward the Stone & Webster efforts as described in Section 3.0 of Appendix D of the plan.
Further details for the review are addressed in my memorandum to R. C. DeYoung, et al dated August 11, 1982.
We request that you provide us with your comrrents on the Phase Il plan by Augus t 23, 1982. Additional copies of the plan are available f rom H. Schierling (X27238), the Project Manager for the Design Verification Program.
