Activities Verification that appropriately approved procedures have been developed t.o control work activities; selective examination of procedures to assure compliance with approved program plans, SAR/ Tech Spec requirements, NRC Order, NRR letter of Nov.'19, 198.1, and pertinent QA requirements.

Examination of Implementation of Procedures for Activity and_

Program Control Verification that independent mverification activities and followup / technical program actions are performed in accordance with controlling requirements (approved program plans and procedures, SAR/ Tech. Specs, and QA documents).

Examination is to be achieved by: auditing to determine if personnel are knowledgeable of program requirements; and auditing implementation of controlling mquirements.

This process should'be performed for each organization (Teledyne, Stone & Webster, R. L. Cloud Associates R. F.

Reedy Inc., and the' integrated PG&E/Bechtel organization).

Assist NRR Reviewers in Examination of Technical Adequacy of On-going Work Activities Verification of technical. adequacy of independent reverification activities and followup / technical program activities through selective sampling of. individual work items.

Examination should assess such things as depth, scope, and thoroughness of a review activity; appropriateness of engineering assumptions

and adequacy of corrective / followup measures. During this examination the inspectors shall be. alert for, and identify; any observed areas where undue pressure is applied to technical personnel.

Region V requested comments regarding ongoing and proposed Region V inspection activities related to the Diablo Canyon Design Verification Progrtm. We expect that the Division of Engineering will prepare major porth es of a supplement to the SER, Commission paper or other document that will provide the basis for reinstating the suspended license (feel loading and low power operation). The results of the five inspection, activities outlined in the enclosure to the Region V memorandum will provide additional input.

We request that you review the Region V memorantum and its enclosure and provide us with your comments by May 20, 1982..
