DIABLO CANYON DESIGN VERIFICATION PROGRAM - REGION V INSPECTION ACTIVITIES The following comments are provided in response to your memorandum cf May 11, 1982 regarding proposed Region V inspection activities for the Diablo Canyon Design Verification Program (IDVP).

1.

Implementation of Independence Requirements for Technical Reviewers.

The requirements for independence were the subject of a memorandum from D. Eisenhut to R. Vollmer dated May 27, 1982 with copy to Region V.

We recommend that your inspection activities include also the introduc-tion and awareness of individuals of the independence issue and the previous employment of individuals by companies under contract by PG&E, past and present. You should also inspect (audit) the infomation ex-change between PG&E and the independent review organizations (see also items 2 and 3 below). This issue is addressed in the TES Semi-Monthly Report 14, Section 1.1.4 and was discussed at the meeting on June 10, 1982 in Waltham, Massachusetts. We believe that specific NRC require-ments and guidelines must be established prior to an audit in this area.

Examination of Implementing Procedures for Controlling Work Activities.

This activity should include specifically the review of procedures for information exchange between PG&E and IDVP organizations, for tracking and resolving issues raised by the IDVP and the PG&E Technical Program, for the QA of the Diablo Canyon Project (note, this was discussed at the Aprii 30, 1982 meeting and PG&E is expected to submit shortly a QA manual for the project), and for making modificatiens resulting from the design verification program.

3.

Examination of Implementation of Procedures for Activity and Program Control.

The implementation of the procedures for the specific activities mentioned in (2) above should be audited, adn3M ihh e

Assist NRR Revierters in Examination of Technical Adequacy of On-going Work Activities.

NRR will identify specific aspects of the IDVP and PG&E Technical Program where Region V inspection or auditing is required. NRR requests that a copy of all Region V inspection reports and other pertinent infonnation be provhied to the Design Verification Project Manager, Division of l

Licensing.

l 5.

Exarcination of Plant Modifications.

NRR will requett, on occasion, examinations of plant modifications of particular interest, including Region V assistar1ce during site visits by NRR personnel. NRR requests to be informed on a regular basis (once a month) of all modifications that have been performed.
