Title:

Independent Design Verification Program Share Table Test Mounting of Class IE Electrical Equipment ITR #44 Revision 0 IDVP Designation:

INTRODUCTION The Interim Technical Report 44 (ITR 44) prepared by Robert L. Cloud and Associates (RLCA) for the Diablo Canyon Nuclear Power Plant Independent Design Verification Program (DCNPP-IDVP) has been reviewed by the staff and its consultant, Brookhaven National Laboratory (BNL).

This report summarizes the results of a review of electrical equipment The mountings used in shake table testing for the postulated Hosgri event.

SUMMARY

OFREPOTJ To demonstrate the seismic adequacy of Class IE electrical equipment and l

systems the equipment was mounted to a shake table and the table was excited l

to levels simulating the seismic loading of the postulated earthquake.

In ITR-4 RLCA reviewed and independently verified the excitation spectra used in these tests.

In this ITR RLCA determined if the mountings used in the shake table tests accurately represented the inservice (as built) mountings of the equipment. The equipment sample reviewed is the same as that noted in ITR-4 and includes all the electrical equipment qualified by shake table testing by PG&E and/or its seismic service-related contractors.

RLCA first verified the in-service mounting conditions.

fixtures used for the test of each item of equipment.

If the test mounting was identical to the field mounting, the test mounting was judged to meet criteria.

{f the test mounting differed from the in-service mounting it was judg6d to meet criteria if the test mounting simulated the structural and vibrational characteristics of the in-service mounting.

Thirty-one electrical equipment items were qualified by test. Of these the testmountingsfor25itemsofequlpmentwerefoundtomeetcriteria. One item of equipment was found to be Class II and was, therefore, excluded from review. The remaining four items of equipment have be'en ratested by the Diablo Canyon Project (DCP) and the verification of these mountings will be included in the IDVP verification of DCP activities.

Tow Error and Open Item (E01) reports, EDI 1118 and 1119 were issued as a result of this review.

E01 1118 noted that the test mounting for the 480 volt vital load center cabinet did not include all the attachments used in the field mounting. This EDI was resolved as a deviation since the test response spectra enveloped the required response spectra for all attachment points.

EDI 1119 noted that the test mounting for the DC distribution panel was not identical tc the in-service mounting and the information provided in the test report was not sufficient to evaluate the structural adequacy of the test mounting against that of the field bounting. This EDI was resolved as a Class C error when subsequent DCP evaluations indicated the stresses in the in-field mounting were below allowable.

9 EVALUATION This RLCA review was complete and seems to be based on reasonable acceptance criteria.

The information presented in the report, however, is insufficient to allow an independent audit of the review. Accepting that the review was performed in a professional fashion and the acceptance criteria was rigorously enforced the effort does demonstrate the adequacy of the test mountings used in the shake table testing of electrical equipment.

CONCLUSIONS The staff agrees with the IDVP findings that the reviewed mountings have met the test requirements except for four items which have b6en ratested.
