proceeding to admit a late-filed contention challenging Applicants' ,;r financial qualifications to operate the Seabrook Station. M Essentially, the AC,'s motion and late-filed contention puts before the Comission a l contention the AG would seek to litigate were the Comissfor to act favorably on his waiver accition.
