~ Licensees to advise this Appeal Boardzas-to whether'an offer made duringLthe litigation of the: SPMC phase of this proceeding to hire-Mass AG witness-Dillman to do a "special needs survey"

The survey as to_which Dr. Dillman-filed' testimony is no-longer the operative survey, several subsequentEones-having been

'done,_two of which, inter alin, were planned with'the benefit of

the Dillman draft testimony in hand. It is the information from-the mosttrecent survey which currently provides the required information for the SPMC.

s As can be seen from the foregoing, the. special needs survey is done periodically.. The Licensees, in light of the decision of Massachusetts to cooperate in emergency planning in the future make the following proposal:

f The next survey may be designed by any individun'; or organization (acceptable to FEMA) which The Commonwealth of Massachusetts selects (including Dr. Dillman), and the Licensees will pay the reasonable costs and expenses of such an effort.
