TVA intervie ed personnel responsible for radioactive waste handling and release to the environment.
They determined that curing the period 1981 through 1984, alum sludge from a water treatment plant at Sequoyah was hauled by private contractor tanker trucks and placed en fielcs as a soil conditioner.
The water 1
treatnent facility from whicn the sludge was removed was separate fret any conta, inated or potentially contaminated system.
This
- ractice was stepped in 1955 due to a change in State of Tennessee regulations.
Botn sluege and soil samples had been taken and analy:ec ty TVA at various ti.tes during this operation.

TVA HP personnel sursey tools at

Prior to the change, it was possible for a tool to te placed in the teol reem ithout going throug'1 the HP survey station.
Therefore, a green tag was required to sho that HP had surveyed the teol.
