5. Restart Test Program Review (70301)

Background TVA submitted to the NRC by letter, dated August 28, 1986, Volume 3, TVA's Nuclear Performance Plan for Browns Ferry Nuclear Plants (BFNP). This document describes the short and long term recovery actions as they relate to the restart of BFNP. Volume 3,Section III 8.0, entitled Restart Test Program outlines the basic approach which will be taken to ensure that plant systems are capable of meeting their operability and safety require-ments. A restart test program is primarily required due to long term plant shutdown. and extensive modifications to system both in the present outage and in the past. The major elements from which the restart test program will be developed consists of:

Establishing a program to control test performance and to document test result Developing system of test specifications for plant system Reviewing past and future system tests to identify any additional test requirement Developing special test procedures based on system test specification Pestart Test Program Plan TVA issued a restart test program plan (RTP-Plan) for BF Unit 2. The RTP-Plan was submitted by letter, dated October 7, 1986, to the NR The RTP-Plan describes in detail three basic areas: The development of system test specification, (STS) system status punchlist and outage system turnover packages. The STS is a basic document to be used to arrive at what the test requirements will be for a given system. Test Engineers and System Engineers list and review such items as: system design specification, system as built design, system modifications, technical specification requirements, testing specified by design baseline evaluation program, review of maintenance, testing, and operating history, evaluation of ECNs, NCRs, DRs, CARS, et Following this review, the STS will show the required testing such as surveillance test (SI) post modification test and additional test as a result of the detailed review conducted on the syste For the additional testing identified, a special test procedure will be writte , . .

The RTP-Plan provides a list of designated systems for which an STS will be written. In addition, RTP-Plan requires that all open items on a system will be effectively tracked by establishing a " system status punchlist," also an " outage system turnover package" will be developed. This package would be given to operations upon completion of system testin The inspector identified the following comments concerning the RTP-Pla (1) Provide the documentation and the bases that will be used for declaring systems operable that:

The inspector also noted during the inspection that existing plant implementing procedures for the restart test program do not provide methods for handling system status punchlist and outage system turnover packages as described in the RTP-Pla This area is identified as IFI 259, 260, 296/87-12-01, Incorporate into Plant Procedures RTP-Plan Requirements for:

Restart Test Program Implementing Procedure The licensee has issued and approved SDSP 12.1, Restart Test Progra This procedure describes those administrative controls for conducting testing activities throughout the restart test phase. The inspector reviewed the licensee administrative controls identified in SDSP 1 to the requirements specified in 10 CFR 50, Appendix B as implemented by BFNP approved QA program and ANSI 18.7, QA for the Operation Phase of Nuclear Power Plant The review of SDSP 12.1 resulted in identi fying the following Inspector Followup Item: IFI 259, 260, 296/87-12-02, Correct Deficiencies in SDSP 12.1, Restart Test Program as.follows:
