50-296/87-14 Thank you for your initial and supplemental responses of July 20, and November 23, 1987, respectively, to our Notice of Violation issued on June 15,

1987, concerning activities conducted at your Browns Ferry facility. We have evaluated your responses and find that they meet the requirements of 10 CFR 2.201. We will examine the implementation of your corrective actions during future inspection Enclosure 2 of your initial response which addresses the timeliness aspect of identifying low flow condition on the B train Control Room Emergency Ventila-tion System (CREVS) was also evaluated by our staff. We do not consider the actions taken to be timely. It is our opinion that the problem could have been identified earlier had the Surveillance Instruction (SI) for CREVS flow testing been revised in a shorter time frame and the SI been performed at the time of its revision. As Browns Ferry works towards restart, TVA must demonstrate timely, complete and technically acceptable dispositions are being achieved on conditions adverse to qualit We appreciate your cooperation in this matte
