This special/ routine, announced inspection was conducted in the various aspects of the Security Program for Power Reactors, specifically: detection aids - protected area; assessment aids - protected area; alarm stations and communications; access control - personnel and packages; and safeguards contingency plan Results:

In the areas inspected, one' violation and one inspector follow-up item were identified. Observation and inspection results confirmed operational effectiveness of the security program. Detection aids - protected area were found to be properly installed and alarms were operational and capable of alarming in the event of an attempted intrusion except at one zone which is discussed in paragraph Assessment aids were found to be functional and

. 2 discussed in paragraph 2.2. The detection and assessment deficiency is an inspector follow-up item (96-07-01). Alarm station and communications l equipment were found to be installed in accordance with the Physical Security Plan requirements. Alarm station operators were observed during normal and contingency operations and they were determined to be well trained and capable of responding to all situation The communications were effective and continuous communication could be maint;ined with on-duty officers and local law enforcement officers. The inspectc/s noted during testing of the access control system that an individual using the technique defined in paragraph  ;

2.4, could potentially pass a weapon through the metal detecto i Additionally, while the inspectors were observing testing of the x-ray equipment the search officers failed to detect a weapon during a hand search of packages. This is a violation of regulatory requirements (96-07-02).

During observation of a table-top drill and a response drill the inspectors concluded that the licensee had developed a protective strategy for responding-to defined threats. The contingency plan was reviewed and found acceptabl :
