LCA 138 Page 1 of 2 DESCRIPTION OF CHANGE This change deletes Trojan Technical Specification (TTS),

Paragraph 3.4.10.1.d as discussed below and shown in Attachment 1.

REASON FOR CHANCE Paragraph 3.4.10.1.d of TTS 3/4.4.10. "RCS Structural Integrity", allows PGE to perform an evaluation of reduced structural integrity instead of restoring structural integrity. NRC-to-PGE letter dated February 10, 1986 directs PCE to review Paragraph 3.4.10.1.d and propose a revised TTS within 60 days.

Therefore, Paragraph 3.4.1^.1.d is deleted. Deleting this paragraph brings TTS 3/4.4.10 into e iformance with the W-STS (NUREC-0452, Revision 4).

SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION This change does not involve a significant increase in the probability or consequences of an accident previously evaluated because deleting TTS 3.4.10.1.d requires that structural integrity be restored in lieu of performance of an evaluation. This change constitutes an additional restriction not presently included in the TTS.

This change does not create the possibility of a new or different kind of accident from any accident previously evaluated because restoring struc-tural integrity is more conservative than evaluating structural integrity, from an accident analysis standpoint. By restoring structural integrity, assurance is provided that a new or different kind of accident will not occur.

This change does not involve a significant reduction in a margin of safety because restoring structural integrity in lieu of evaluating structural integrity assures that margins of safety are not reduced.

In the April 6, 1983 Federal Register, the NRC published a list of examples of amendments that are not likely to involve a significant hazards consideration. Example No. 2 of that list applies to the changes proposed herein and states:

"A change that constitutes an additional limitation, restriction, or control not presently included in the technical specifications, eg, a more stringent surveillance requirement."

Since the above example is judged to apply to the proposed change, the proposed change is deemed not to pose a significant hazard, J

e LCA 138 Page 2 of 2 SAFETY / ENVIRONMENTAL EVALUATION Safety and environmental evaluations were performed as required by 10 CFR 50 and the TTS. This review determined that the proposed changes to not create an unreviewed safety question.
