Dear Mr. Withers:

W. Jones T. Barnhart 4-V. Benaroya ACRS 10 OPA LFMB The Commission has issued the enclosed Amendment No. 109 to Facility Operating License No. NPF-1 for the Trojan Nuclear Plant. The amendment consists of changes to the Technical Specifications in response to your application dated April 19, 1985.

The amendment revises the Technical Specifications definitions of Operational Mode (Section 1.4) and Operable-Operability (Section 1.6) to reduce ambiguity in the definitions of the words " Mode" and " Operable".

In addition, the April 19, 1985 application forwarded a request for an amendment to the Structural Integrity of ASME Class 1, 2, and 3 Components section of the Technical Specifications (Section 3.4.19).

By letter dated November 8,1985, you requested a withdrawal of this request. The staff has reviewed your withdrawal request and concludes that it is acceptable. However, during our review of Section 3.4.10.1.d, the staff became concerned about the provision (one which you had not requested changes to) to allow an evaluation

'... to determine the consequences of continuing to operate with reduced structural integrity or with a temporary repair made to the affected components..." as an alternative to restoring structural integrity. Safety related components, especially those which are part of the reactor coolant pressure boundary or attached thereto, should not be placed in service with reduced structural integrity.

You are requested to review paragraph 3.4.10.1.d of the Trojan Technical Specifications and propose revised Technical Specifications within 60 days of receipt of this letter.

Finally, the April 19, 1985 application forwarded a request for an amendment to the surveillance requirements of the control room emergency ventilation system. The review of this. request is being handled separately and will be the subject of future correspondence.

A copy of the related Safety Evaluation is also enclosed. The notice of issuance will be included in the Coninission's next regular monthly Federal Register notice.
