LICENSE CHANGE APPLICATION (LCA) 156  ;

DESCRIPTION OF CHANGE

1. Page 6-6, bottom, the first indicated amendment number should have been 42 instead of 47.
2. Page 6-7, Section 6.5.1.6, Item f., " REPORTABLE OCCURRENCES" should-be changed to " REPORTABLE EVENTS".
3. Page 6-13. Section 6.8.2, second line, the phrase " including temporary changes" should be deleted.
4. Page 6-14, Section 6.8.3, Item c., last two lines: " Nuclear Projects .

Quality Assurance Program for Operations" should be changed to f

" Nuclear Quality Assurance Program".

5. Page 6-15a, Section 6.9.1.5.3, the last word should be changed from "other" to " year".

REASON FOR CHANGE

1. The change in the first amendment number on Page 6-6 from 47 to 42 i corrects a typographical error.
2. This proposed change will make Item f. of Section 6.5.1.6 consistent with the terminology used in Title 10 of the Code of Federal Regula-tions, Part 50, Paragraph 73 (10 CFR 50.73) and throughout the Technical Specifications, including Section 1 Definitions..

3. Temporary changes to procedures are described and controlled by Section 6.8.3 of the Technical Specifications. As presently worded, Section 6.8.2 treats temporary changes to procedures no different than permanent changes, requiring the. detailed and comprehensive ,

review of Section 6.5.3 prior to implementation, and does not allow .

use of Section 6.8.3. This proposed change will correct this  ;

conflict between Sections 6.8.2 and 6.8.3.

4. The title of Topical Report PGE-8010 has been changed from " Nuclear Projects Quality Assurance Program for Operations" to " Nuclear Quality Assurance Program".
5. The last word of Section 6.9.1.5.3 was incorrectly typed as "other" when it should have been " year"; "other" has no meaning in the context in which it is used in this section, " year" does.

Page 2 of 3 SIGNIFICANT HAZARDS CONSIDERATION In accordance with the requirements of 10.CFR 50.92, this LCA is judged to involve no significant hazards based upon the following considerations:

1. Does the proposed license amendment involve a significant increase in the probability or consequences of an accident?

The proposed changes are purely administrative and do not: involve thE accident analyses for the Trojan Nuclear Plant. AllLfive changes can-be considered corrections to typographical errors. One change involves correction of a previous amendment number referenced on the bottom of a page. The second. change corrects a term that had been inadvertently reinserted by a proposed change to the Technical-Speci-fications (PGE LCA 130, Revision 1) and issued by Amendment 128. The third change resolves a conflict between the proper handling of.

temporary changes to procedures. Amendment 128 inadvertently added the requirement to Section 6.8.2 for temporary changes'to be reviewed and approved in a similar manner as permanent changes to procedures.

Temporary changes were already controlled by an existing' Technical Specification, Section 6.8.3. The fourth change corrects the title of the Topical Report PGE-8010 which describes the Nuclear Division Quality Assurance Program. The fifth change is a typographical error, in which the word "other" was typed rather than the word-

" year". Since no change is proposed to the manner in which opera-tions are conducted at the Trojan Nuclear Plant, and these changes have no effect on the accident analyses these changes would have no effect on the probability or consequences of an accident.

2. Does the proposed license amendment create the possibility of a new or different kind of accident from any accident previously evaluated?

The changes proposed are all administrative corrections and have no effect on the Trojan accident analyses. The review and approval of-temporary changes to procedures prior to implementation would.be per-formed in accordance with Technical Specification 6.8.3 Which, when it was recently revised, was judged to not involve a significant hazards consideration. There would be no change in the'1evel or quality of Administrative Controls in this regard. There would be no changes in the assumptions or conclusions in the Trojan Safety Analysis Report and, thus, no new or different kinds of accidents would be created.

3. Does the proposed amendment involve a significant reduction in a margin of safety?

Since the proposed changes are purely administrative and have no effect on the accident analyses, there would be no reduction in a margin of safety. There would be no change in the manner in which temporary changes to procedures prior to implementation have been l

  • 1 LCA 156 Page 3 of 3 reviewed and approved by the Trojan Nuclear Plant since the original issuance of the operating License in 1975.

In the April 6, 1983 Federal Register, the NRC published a list of examples of amendments that are not likely to involve significant hazards concerns. Example No. 1 of that list states the following to show why this amendment is not considered to involve a significant hazards consideration:

" Purely administrative-change to Technical Specifications: For example, a change to achieve consistency throughout the Technical Specifications, correction of an error, or a change in nomenclature."

SAFETY / ENVIRONMENTAL EVALUATION Safety and environmental evaluations were performed as required by 10 CFR 50 and the Trojan Technical Specifications. This review deter-mined that an unreviewed safety question does not exist since Plant operations remain consistent with the Updated Final Safety Analysis Report and previously approved Technical Specifications, and there is no conceivable impact upon the environment.
