This License Change Application requests modifications to Operating License NPF-1 for the. Trojan Nuclear Plant to reflect a reorganization at Portland General Electric Company's Nuclear Division.

u *e I Attachment A LCA 182 Page 1 of 2 DESCRIPTION OF CHANGE The following changes arc proposed to the Trojan Technical specification (TTS) Section 6.0, " Administrative Controls".

1. Organizational title in Sections 6.1.1, 6.5.1.1, 6.5.1.7.a.

6.5.1.7.c. and 6.14.2.b changed from " General Manager" to " Plant General Manager".

2. Responsibility for the direction of the Training Department in Sections 6.4.1 and 6.4.2 changed from "the General Manager" to "a General Manager".

REASON FCE CHANGE A reorganization of Portland General Electric Company's (PGE's) Nuclear Division included transfer of the Training Department from the Nuclear Plant Group to a newly created Plant Support Group. Applicable TTS sections need to be revised prior to implementation of this change.

TTS sections 6.4.1 and 6.4.2 are revised to reflect the general level to which the Training Department will report, (i.e., "a General Manager")

rather than specific Group title. This will avoid having to introduce a new title (i.e., " General Manager, Plant Support Group") without the benefit of an organization chart in the TTS, while still showing that the Training Department will continue to report to a high level of management, even a higher level (General Manager) af ter the reorganization, than previously. In addition, the absence of a specific i group title will allow flexibility for future reorganizations involving the Training Department without having to necessarily revise the TTS.

Other changes to Section 6.0 of the TTS are the result of a general review of this section for the impact of the reorganization. Changing f references to " General Manager" to " Plant General Manager", where appro-priate, will result in a more consistent and specific definition of the responsibilities of the Plant General Manager withJn Section 6.0. 1 SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION

1. This change does not involve a significant increase in the proba-bility or consequences of an accident previously evaluated.

The proposed change is organizational in nature and has no impact on Plant systems or their overall performance in any manner that could I lead to an accident. The purpose of the change is to more ef fec-tively utilize the company resources for operating the Trojan j Nuclear Plant. The probability or consequences of an accident previously evaluated are not increased.

2. This change does not create the possibility of a new or different

- kind of accident from any accident previously evaluated.

As discussed above,.the proposed change is' organizational in nature,.

3. . This change does not involve a significant reduction in a margin of

As discussed above, the proposed change is organizational'in nature

- and has no. impact on the accident analysis. Therefore, the margin

, of safety is not affected.

In the March 6, 1986 Federal Register (51 FR 7750), the NRC.

published a list of examples of license amendments that are.not-likely to involve a significant hazards consideration. One of the examples is:

"A purely administrative change to technical speci-fications, e.g., a change to achieve a consistency throughout the technical specifications, correction of an error, or a change in nomenclature."-

, The proposed change is similar to the above example. There-fore, the change does not involve a significant hazards consideration.

SAFETY / ENVIRONMENTAL EVALUATION Safety and environmental evaluations were performed as required by Title 10', Code of Federal Regulations, Part 50 and the TTS. This review determined that the proposed changes do not create an unreviewed safety

. question, nor do they create an unreviewed environmental question.

SCHEDULE CONSIDERATION It is requested that the effective date of this amendment be the date of issuance by the NRC.
