Revision to Security License Condition.
The purpose of this letter is to transmit License Change Application (LCA) 235, which requests changes to Possession Only License NPF-1.
This LCA proposes to modify the security license condition for clarity and to minimize the burden associated with processing a LCA to merely reflect the current security plan revision.
Attachment I provides the background for and description of the proposed changes as well as the no significant hazards consideration determination.
Attachment II provides a copy of the affected page of License NPF-1 with the proposed changes annotated.
Also attached is one signed copy of the Certificate of Service for LCA 235 to the Chief Executive of the county in which the faciU ty is located and the Director of the Oregon Department of Energy.

By letter dated May 5, 1993, the Nuclear Regulatory Commission (NRC) amended the Trojan Facility Operating License No. NPF-1 to a' possession.

The Trojan Nuclear Plant Security Plan (PGE-1017) provides the overall security policies and specific physical security criteria utilized at TNP to meet the requirements of Title 10 of the Code of' Federal Regulations, Part 73 (10 CFR 73).
The safeguards contingency plan, which provides guidance to be followed by security, operations and management personnel during specific security events, is also incorporated in PGE-1017.

The Trojan Nuclear Plant Security Force Training and Qualification Plan c
(PGE-1024) identifies specific training and qualification requirements for personnel assigned security duties at TNP.
On September 30, 1993, PGE-1017 and PGE-1024 were revised to reflect the 4
permanently shutdown and defueled condition of the facility.
Portland General' Electric Company (PGE) is requesting this amendment to the Trojan' Possession Only License to provide a clear and concise security license condition and to eliminate the burden associated with processing license amendments to merely

reflect the current plan revision number.
Description of Channe I
The Trojan Nuclear Plant Possession Only License, NPF-l' Section 2.D.,
i currently contains a security license condition which reads as follows:

The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:
" Trojan Nuclear Plant j
Security Plan", with revisions submitted through October 7, 1988;
" Trojan Nuclear Plant Security Force Training and Qualification Plan", with revisions submitted through June 10, 1988; and " Trojan Nuclear Plant Safeguards Contingency Plan", with revisions 7
submitted through October 7, 1988.
Changes made in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth herein.

The proposed amendment to license NPF-1, Section 2.D.,
reads as follows:

The licensee shall implement and maintain in effect all provisions of the physical security, guard training and qualification, and safeguards contingency plans including amendments made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p).
The security and safeguards contingency plans are contained in the " Trojan Nuclear Plant -
Security Plan".
The guard training and qualification plan is contained in the " Trojan Plant Security Force Training and Qualification Plan".
The requested amendment to the Trojan Possession only License deletes references to specific revision dates of the Trojan Nuclear Plant Security y
Plan and the Trojan Nuclear Plant Security Force Training and Qualification l
Plan. Reference is made to these plans only by title. Additionally, the statement that the plans contain safeguards information protected under 10 CFR i
73.21 is removed since this duplicates the regulatory requirements of 10 CFR j
73.21.
It should be noted that the Trojan Plant Security Force Training and Qualification Plan is no longer classified as safeguards.
Finally, several minor editorial changes are requested.
I These changes do not alter the intent of the license condition but provide clarity and eliminate possible confusion regarding the need to process a license amendment when plan changes are made.
The requested license changes also do not alter the requirements or content of either the Trojan Nuclear.
i Plant Security Plan or the Trojan Nuclear Plant Security Force Training and Qualification Plan.

No Sinnificant Hazards Consideration Determination In accordance with the requirements of 10 CFR 50.92(c), implementation of the requested license amendment is analyzed using the following standards and found not to:
- 1) involve a significant increase in the probability or consequences of an accident previously evaluated; or 2) create the possibility of a new or different kind of accident from any accident previously evaluated; or 3) involve a significant. reduction in a margin of safety.
Conformance of the requested amendment to the standards for a determination of.
no significant hazards as defined in 10 CFR 50.92 is shown in the following:

The requested license amendment does not involve a significant increase in the probability or consequences of an accident previously evaluated.

The license changes associated with this amendment request will alleviate the burden on the NRC to process unnecessary license.

Environmental Imnact Considerations Determination t
This amendment request meets the criteria specified in 10 CFR 51.22(c)(9) for a categorical exclusion from the requirements to perform an environmental review. The specific criteria contained in that section are discussed below.
(1)
The amendment involves no significant hazards considerations.
r As demonstrated above, the proposed amendment does not involve a
'l significant hazards consideration.
(ii) There is no significant change in the types or significant increase in the amounts of any effluent that may be released offsite.
j The requested license amendment is editorial in nature, and as such has no effect upon the type or amount of any effluent. The proposed change does not authorize additional plant activities beyond those that may already be conducted and thus has no impact on the types or amounts of j
any effluent that may be released offsite. Therefore, there will not be l
a change in type or an increase in the amount of effluent as a result of this change.
t (iii) There is no significant increase in individual or cumulative occupational radiation exposure.
l The requested license amendment does not authorize additional or different plant activities beyond those presently authorized.
Additionally, the requested amendment does not change administrative controls in place to ensure that individual occupational radiation exposure is maintained below applicable regulatory requirements. Thus,

the requested amendment does not represent an increase in individual or cumulative occupational radiation exposure.
On the basis of the preceding discussion, it is concluded that the requested license amendment is acceptable and meets the eligibility criteria' for H
categorical exclusion set forth in 10 CFR 51.22(c)(9), and thus no environmental impact statement or environmental assessment need be prepared in connection with this change.
