PORTLAND GENERAL ELECTRIC COMPANY EUGENE WATER AND ELECTRIC BOARD PACIFIC POWER AND LIGHT COMPANY TROJAN NUCLEAR PLANT QO. CKET NO, 50-344 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 200 License No. NPF-1

1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment filed by Portland General Electric Company (PGE or the licensee) dated January 27,1999, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the rules and regulations of the Commission as set forth in 10 CFR Chapter I; B. The facility will be maintained in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance: (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the regulations of the Commission as set forth in 10 CFR Chapter I; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is amended to revise paragraph 2.C.(10) to Facility Operating License No. NPF-1 as follows:*

2.C.(10) Loadina of Fuel into Casks in the Fuel Buildina The licensee is authorized to load spent nuclear fuel and other materials into transfer and storage casks in the Fuel Building in accordance with License Change Application (LCA) 237, transmitted by PGE letter dated January 7, 1999, and LCA 246, transmitted by PGE letter dated January 27,1999. ,

Changes to LCA 237 and LCA 246 are permitted without changing this license provided they are evaluated in accordance with 10 CFR 50.59 and reported in accordance with 10 CFR 50.71(e).

3. This license amendment is effective as of the date of issuance.

n (5) The licensee may proceed with and is required to complete the modifications identified in Paragraphs 3.1.1 through 3.1.18 of the NRC Fire Protection Safety Evaluation Report on the Trojan Nuclear Plant dated March 22,1978. These modifications shall be completed by the end of the second refueling outage of the Trojan facility and prior to return to operation for Cycle 3. In addition, the licensee shall submit the additional information identified in Table 3.2 of this Safety Evaluation Report in accordance with the schedule contained therein. In the event these dates for submittal cannot be met, the licensee shall submit a report explaining the circumstances, together with a revised schedule.

(6) Primary Shieldina Modification The licensee is authorized to modify the primary shielding design as described in PGE letter dated April 22,1977, as supplemented and amended by letters dated September 22 and 23,1977, December 22,1977, January 4 and 24,1978, March 20, and April 4,1978.

I (8) Fire Protection l

The licensee shall implement and maintain in effect all provisions of the approved j fire protection program as described in PGE-1012, " Trojan Nuclear Plant Fire Protection Plan" and as approved in the SER dated September 22,1993 subject to the following provision:

l The licensee may make changes to the approved fire protection l program without prior approval of the Commission only if those changes would not adversely impact the safe storage of irradiated 1 fuel or increase the likelihood of an offsite release of radioactive 1 material due to a fire. j (9) Soent Fuel Pool Debris Processina The licensee is authorized to process spent fuel pool debris in accordance with PGE letter dated October 23,1996.
