1.icense Change A_pplication (LCA) 239 - Debris Processing in the Fuel Building l

The purpose of this letter is to transmit LCA 239, which requests amendment of Facility  !

Operating (Possession Only ) License No. NPF-1. This LCA proposes to add a paragraph  !

2.(C)(8) to allow processing and handling of spent fuel pool debris in the Trojan Fuel Building.  !

Attachment I provides the background and reason for the proposed change, a description of the proposed change, a description of the debris handling and steam reforming process, a description of the debris processing components and equipment, safety evaluation, and a significant hazards consideration determination. Although PGE has determined that new types of accidents are involved, the consequences of the new types of accidents are below the FDA Intermediate-Phase dose limit of 500 mR individual organ PAG at the site boundary. An environmental assessment is also provided in Attachment I. Attachment II provides a copy of the affected License page with the proposed change annotated.

PGE is committed to the safe transfer of the spent fuel pool debris from the spent fuel pool to canisters that will ultimately be stored in casks as part of the Independent Spent Fuel Storage Installation (ISFSI). Consistent with this commitment, this LCA reflects the latest information available. Industry events and experience are monitored by PGE and any new relevant information that affects this submittal will be provided, consistent with the regulations and PGE's commitment to the safe operation of the Facility.

PGE plans to begin processing debris in canisters January 2,1997. Accordingly, PGE requests approval of this 10CFR50 license amendment by December 31,1996.
