-C; Withdrawul of Potential 10CFR21 Safety Concern.

Subject ITT harton had prevolusty notified your office that a situation had been discovered that we belined may have represented a substanual safety hazard in some of our model 763 and 763A Gage 1% atte Electro Transmitters. This nottfication was pro ided in the form of a Potential 10CFR21 t Safety C icern in itsponse to the 10CFR21 filed by the V.C Summer Nuclear Station (Docket Number 50/31 ) in thstr Licensing Event Repon (LER) Number 96 007, Rev, 2 submhted asia to the U.S. Nuclear Regu <

Commission by South Carolina Electne and Oas, letter riumber RC 974027, dated Dased on our subu;uent svaluation of this conc 4rn (documented in a fotme) Enginacting Report available for audit / review at our facilitics), ITT Datton is pleased to announce that our concems have been aHeviated and wc have fonnauy wuhdrawTi our Notification of the Potential 10CFR21 Safay Comern.

ITT Banon now considers this issue closed.

(" wites reported (December 13,1996) a situation involving soldering as possibly representing a pctential significant safety hazard.

The wtre embrittlement occurs during the soldering of thebil 10 strand tinvolves#40AWG copper le the vanable resistance strain gages to the remamder of the electronic circuit, This em r tt emen a metallurgical reaction between the copper wire and the process, as the thickness of the layer increases, copper is consumed and t joint is reduced. The dynamics of the interrnetallic material growth are influe whichinclude the amount of tin and other elements in the solder, the soldenng temperat duration of the heat exposure.

ITT Barton was initially concerned that instruments with excessive wire embrittlemen for safety related applications which may fall when subjected to high vibrational s during nuclear power plant design basis events, However, strain gage lead w:.res has a safety factor of at least 200 tol 1 fh when seismic induced with our 12 g seismic qualification are considered. This finding is consistent with the resu ts o seismic qualification testing performed on these type ofinstruments by both ITT Bar Westinghouse where not one of the test specimens was found to have strain gage f As a matter of prudence, ITT Barton is implementing a d that might be induced by fleid calibration personnel while inspecting the internals of the l Because this design change can not be retrofitted into existing field units,ITT Barton will iss j

The ITT Ilanon December 13 Notification was provided as supplementary informatio Part 21 Notification filed by the V, C. Summer Nuclear Station (Docket Number 50/395 Licensing Event Repon (LER) Number 96-007, Rev. 2 subr The wire embrittlement occurs during the soldering of the bil 10 strand #40AWO copper lea ti olves the variable resistance strain gages to the remainder of the electronic circuit. This em r tt em a metallu@ al reaction between the copper wire and the tin based solder used to m While a thinlayer of this intermetellic compound is naturally produced during the m pr: cess, as the thickness of the layer increases, copper is consumed and t joint is reduced. The dynamics of the intermetallic material growth are influ which include the amount of tin and other elements in the solder, the soldering temp duration of the heat exposure.

ITT Banon was initially concerned that instruments with excessive wire embritt, lement m l

for safety related apphcations which may fail when subjected to high vibrational s during nuclear power plant design basis events. However, after very meti;ulous ev convinced ourselves that, even under the worst credible soldering conditions, that strain gage lead wiree has a safety factor of at least 200 tol I when fh seismic induced with our 12 g seismic qualification are considered. This finding is consistent with the resu ts o seismic qualification testhg performed on these type ofinstruments by both ITT Barton Westinghouse where not one of the test specimens was found to have strain gage le As a matter c(prudence, ITT Barton is implementing a de

Based on this recent evaluation (documented in a formal Engineering Repon avai our facilities), ITT Barton is pleased to announce thatITTour concerns Barton now have been alle formally withdrawn our Notification of this Potential 10CFR21 Safety Concern considers this issue closed.
