Dear Mr. Michaels,

This letter is submitted pursuant to 10 CRF 50.64 regarding fuel acquisition for the University of Massachusetts Lowell Research Reactor (UMLRR). In earlier correspondence, Aspen Systems, Inc. stated a need to operate the reactor at full power for extanded periods to support critical Department of Defense sponsored research. The original highly enriched uranium (HEU) fuel supplied in 1971 will no longer provide sufficient excess reactivity for these experiments. I have formally requested that (2) replacement HEU fuel elements be provided so that the research can go forward without delay. The Defense Department contract monitor in 1998 for this work is Dr. Daniel Harris at (760)959-1649. The letter requesting this fuel is attached.

Dear Mr. Vinnola,

We have discussed the continued operation of the University of Massachs.setts Lowell Research Reactor (UMLRR) with the highly enriched uranium (HEU) fuel originally supplied in 1971 and its replacement with low enriched uranium fuel.

An experiment in progress is resulting in the reactivity changes that require additional fuel. It is imperative to the success of this Defense Department program that (2) new HEU fuel elements be available by February 1,1998. The experiments are being conducted by Mr. Thomas Regan of Aspen Systems, Inc.
