Clarification of Inspection Detail Upon careful review of _ Inspection Report 50-223/94-02 transmitted i

by your letter of January 12, 1994, for an inspection conducted December 5-7, 1994, one of the statements made has elicted this clarification. The statement concerns the operation of the facility called the Gamma Cave and the use of licensed cobalt 60 irradiation sources. All source manipulation is done manually in the reactor pool under at least eight feet of water. The sources are placed on the holder outside the Gamma Cave " window" by a manipulator tool which is secured by its own keylock when not in use. Unlocking this tool with the gamma cave door and access gate both closed (and locked) results in a 10-second bell warning of imminent source movement. Unlocking the manipulator tool with either the gamma cave door or the access gate open causes alarm horns to sound and red lights to flash. The key to the manipulator tool is diffelent from the keys which secure the gamma cave door and the access gate, a l point which may not have been carefully explained to the inspector.

The act of unlocking the manipulator tool causes the protective actions; the key used is immaterial since door position sensors determine which action occurs.
