Dear Sir:

In response to your " Order to Show Cause" of October 21, 1985, the University of Lowell would like to fully describe our fuel on site.

Presently, we have 29 full fuel elements on site, 26 of which are presently in the core. Two fuel elements are used for flux mapping and have been irradiated to very low levels (presently reading <10 mrem /hr at 4 inches).

In addition, we have two partial elements (loading to 1/2 the normal fuel loading) and one removable plate element. One partial element has been

used in the core extensively over the last ten years.

In reviewing the status of our fuel inventory, we feel that we meet the. requirements of Section III-1 of the Order to Show Cause and, therefore, should not be required to reduce our HEU fuel inventory. We ask that you review this description of fuel use and notify us if you agree that we meet the provisions set forth in Section III.
