Dear Sir:

The Commonwealth of Massachusetts, in recent budgetary action, has deleted funding for the University of Lowell Energy Center, including the University of Lowell Research Reactor, from the 1982 fiscal budget.

The University has, therefore, had to lay off all but a minimum number of people employed at the Energy Center.

There is, however, some prospect that the budget for the Energy Center will be reinstated, either partially or fully, in the immediate future. These lay offs have affected the "Admini.trative and Security Organization" section of the Univertity of Lowell's Security Plan for Protection of Special Nuclear Material. The positions administrative assistant to the Director, Energy Center security officer, and Health Physics Technician are no longer filled due to the lay offs. The duties of Admin-istrative Assistant, as regards the security plan, are being carried out by the Reactor Supervisor. The duties of the Health Physics Technicians are being carried out by Reactor Operators and the Radiation Safety Officer.

No specific duties are delineated for the Energy Center Security Officer in the NRC approved Security Plan.

The Reactor Radiation Safety Sub-committee has reviewed these actions by the University and finds no in-consistency with the Reactor license. These actions do not oD SI 8108170259 810731 jO PDR ADOCK 05000223 F PDR

implemented these' changes without prior Commission approval pursuant to the authority granted in 10 CFR 50.54 (P) .

The above actions by the University in vacating-these positions may be rescinded by subsequent legislative action. The University will submit specific'page revisions to the security plan at such time as the final' outcome is certain.
