Dear Mr. Reid:

Docket 50-223 The University of Lowell reactor, License R-125, Docket 50-223, was originally designed by General Electric Corp, to operate at a power level of 5 FM. Ilowever, for various reasons, the original license request was for 1 FM and presently the reactor is licensed for that power.

The University would like to investigate what would be required to raise the licensed power level to 2.5 FM. All equipment presently installed (i.e., the primary heat exchanger, the secondary cooling tower, etc.)

was designed to operate at a nominal 2.5 FM. In all probability, no equipment changes would be required for a power increase up to this power.

I would like to ask you, specifically, what analysis and docu-mentation would be required to support a request for a license amendment to raise the license power level to 2.5 MW.
