Docket No. 50-223 License R-125 U.S. Nuclear Regulatory Commission Special Projects Branch Attn: Ted Michaels Washington, D.C. 20555

Dear Sir:

This letter is to inform you of our expected schedule for conversion from highly enriched uranium fuel to low enriched fuel. We have been awarded a grant from the U.S. Department of Energy to evaluate the effects of this conversion on the performance of our reactor. As you know, part of this evaluation is to

.j determine the feasibility of using a highly loaded, standard fuel plat:t.

It is anticipated that we will have completed our evaluation and will submit an application for authorization to convert to LEU fuel by April 1, 1988.

After we receive an order to convert to LEU fuel from the U.S.N.R.C., we would expect that full conversion would be accomplished in approximately 12 months.

This time frame assumes availability of the new fuel from U.S.D.0.E.

This schedule is based on the following estimated benchmarks:

at 2 months af:er order - completion of plans and schedules at 6 months after order - installation of any necessary hardware at 7 months after order - installation of new fuel at 8 months after order - completion of core tests at 10 months after order - report to N.P.'

at 12 months af ter order - shipment of all llEU fuel It is obvious that this schedule 'g s u estimate and relies on a number of things, such as 1) requirements for conversion, 2) availibilty of new fuel, and 3) availibility of shipping casks.

If you have any questions regarding this proposed schedule, please call.
