Dear Sir:

Attached is a copy of the recently revised Emergency Preparedness Plan for the University of Massachusetts Lowell Research Reactor which was approved by our Reactor Safety ,

Subcommittee at their September 21, 1994 meeting. The subcommittee deemed that the changes in the plan do not decrease the effectiveness of the plan and that the amended plan continues to  :

meet the requirements of Appendix E of 10CFR50.

The change-s made include:

l. Administrative changes to update organizational and personnel name changes. ,
2. Referencing the appropriate emergency operating procedures in the implementing procedures in Appendix. B.  ;
3. Updating the plan to bring it into conformance with the new terminology and requirements of 10CFR20, e.g., use of DAC instead of l MPC and total effective dose equivalents in place of dose equivalents.
4. A change in how the emergency director is determined. In the previous plan the senior reactor operator in charge at the time of the emergency automatically became the emergency director. The new plan designates that the first individual from a list of qualified i

, i personnel to respond to the emergency becomes the emergency director.

We will implement these procedures beginning on January 1, 1995 after all implementing procedures and training have taken place.
