This report is provided n accordance with the PBNP Fire Protection Evaluation Report, which requires the submittal of a special report if an inoperable fire barrier is not restored to operable status within seven days. This report describes the discovery that the fire protection wrap required for service water pump motor cables had been rendered inoperable for more than seven days during an electrical cable repair activity.

Compensatory measures were implemented in accordance with fire protection program requirements during the time the barrier was inoperable. This report also describes restoration of the fire barrier.

Attachment This report is submitted in accordance with tne PilNP Fire Protection Evaluation Report (FPER)

Section 7.2.2.5,"Repostability," which requires a special report when specified fire protection features or ,

equipment is inoperable in excess of program requirements. As required, this report includes a j description of action (s) taken, the cause of the inoperability, and the plans and schedule for restoring the i system to operable status.

Ilcscription The approved fire protection program described in the PilNP FPER requires that the service water pump motor power cables located in the Vital Switchgear Room be enclosed in a one hour-rated fire barrier.

The fire wrap provided on these cable enclosures is intended to prottet senice water pump motor cable and ensure alternate shutdown capability in the event of an Appendix R fire in the Vital Switchgear Room. One of these power cable enclosures located in the Vital Switchgear Room is designated PilNO.2A.

At approximately 1315 hours0.0152 days <br />0.365 hours <br />0.00217 weeks <br />5.003575e-4 months <br /> CST on December 1,1997, the protective fire wrap applied to electric pull box designated PilNO.2A was rernoved during an approved repair activity which replaced the circulating water pump motor t'ower cables. This pull box is located in the Vital Switchgear Room (8 foot elevation of the Control fluilding) Removal of the fire wrap rendered inoperable the fire barrier which protects senice water pump motor cabling. Compensatory measures were implemented as required by the fire protection program. PilNP FPER Section 7.2.2.3.C.l.b.(4) requires the subrnittal of a special report if an inoperable fire barrier is not restored to operable status within seven (7) days.

During review of the Unit i fire watch log on or about December 17,1997, the Fire Protection and Safety Coordinator determined that the subject fire barrier had been inoperable for a period greater than seven days and that a special report was required.

Avlinnslaken At the time that the fire wrap was removed, a once per hour fire patrol of the Vital Switchgear Room was established in accordance with the fire protection program and PIlNP Operations Manual OM 3.27,

" Control of Fire Protection & Appendix R Safe Shutdown Equipment." On or about December 14,1997, the Orc barrier was restored to an operable status following replacement of the circulating water pump motor cable.

Cwicilhe_Inonetehility The fire barrier was rendered inoperable during a planned repair actisity. The appropriate compensatory measure was taken at the time the fire barrier was rendered inoperable.

Elanandlchedukfothstoniinn As discussed above, the fire barrier was restored to an operable status on or about December 14,1997.
