j As a result, the 10 CFR Part 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel into the reactor vessel and the operating mode is limited to fuelin the fuel pool only.

As a result of this decision to decommission Millstone Unit No.1, the determination has been made to revise the content of both licensed and non-licensed operator training programs. The training programs affected are the Licensed Operator Requalification Training (LORT) program and the Non-Licensed Continuing Training (NLCT) program, which are derived using a Systems Approach to Training (SAT) in accordance with the requirements of 10CFR50.120 and 10CFR55.4.

Specifically, the task lists for LORT and NLCT have been revised in accordance with Nuclear Training Procedures and the SAT process. The revision involved deselecting tasks, such as startups, shutdowns and Emergency Operating Procedures, which will no longer be performed by licensed and non-licensed operators under current or future plant conditions.

Tasks and objectives applicable to power operations (such as the turbine generator, the isolation condenser and feedwater coolant injection system) will not be evaluated since they are no longer " applicable to the facility." The specific tasks / systems to be trained and evaluated on (such as spent fuel pool cooling, shutdown cooling and reactor building closed cooling water) remain selected in accordance with the SAT process.
