JOINDER OF SEACOAST ANTI-POLLUTION LEAGUE IN NEW ENGLAND COALITION ON NUCLEAR POLLUTION'S BRIEF IN OPPOSITION TO RENEWAL OF AUTHORIZATION TO OPERATE AT LOW POWER NOW COMES the Seacoast Anti-Pollution League, (SAPL) and respectfully joins in the position and arguments advanced by the New England Coalition on Nuclear Pollution in Opposition to the Renewal of Authorization to Operate at Low Power.

SAPL joins in the January 4, 1988 statement of position and arguments of the New England Coalition, and particularly endorses and adopts the argument that the Atomic Safety and Licensing Board lacks authority or jurisdiction to authorize nuclear operation in the abseace of a completed adjudicatory process as to all admitted contentions. SAPL also contends that the NRC is not authorized to initiate nuclear operation in advance of the determination, as part of the adjudicatory process, that all regulatory requirements have been met.
