SUBJECT:

COMANCHE PEAK - DOCKET N05. 50-445/446 Our fire protection SER dated November 14, 1984, indicated there was one open item - Safe Shutdown Capability. By letters dated January 5,1985 and January 18, 1985, the applicant informed us that "The configuration of CPSES breaker / fuse coordination will be completed and required modifications, if any, will be implemented prior to startup for the second operating cycle of CPSES Unit 1."

In the same letters, the applicant informed us that the Fire Protection Program Review design verification is " expected to be completed by April 15, 1985. Schedules for any resulting work will be supplied after ccmpletion of verification."

The applicant should be informed that safe shutdown capability needs to be demonstrated prior to operation above 5% power and that, absent the completion of the verification program, our SER may not be valid. For each item which will not be completed by fuel load, the applicant will need to. provide (1) an acceptable justification for not completing the item by the time of licensing, (2) completion date for the item, and (3) interim compensatory measures that will be in place until the item is completed.

In the same letters of January 5, 1985 and January 18, 1985, the applicant lists several other items relative to the fire protection program that may not be ready by 5% power. For any of these items not completed prior to fuel lead, the apolicant should provide the same information listed above.
