l 2.1 PURPOSE AND SCOPE This Quality Instruction supplements Reference 1-A and is established,to verify the adequacy of electrical separation at Comanche Peak Steam Electric Station.

3.1 INSPECTION AND FREQUENCY i

The frequency and scope of inspection efforts, as a minimum, l

shall be as established within this instruction or its daughter documents.

The QC Supervisor or his designee may direct a more detailed inspection or greater frequency should circumstances warrant this action.

l 3.3 DOCUMENTATION a.

Unsatisfactory conditions encountered during the interim in-process inspection, shall be documented on a Separation Punchlist form (Figure 2) listing the unsat conditions. This Report shall be transmitted to the Electrical Quality Engineering staff for review and evaluation.

If after 30 working days the unsat condition still l

exists, the Punchlist Item shall be upgraded to a nonconfoming conditions in accordance with Reference 1-C.

NOTE:

This instruction recognizes the impracticality of accomplishing final separation requirements during the raceway installations.

This impracticality exists because of later installation, unacceptability altering separation spacing which was previously acceptable, i

Therefore, this instruction will implement

" final" raceway and equipment separation inspections only after Construction / Engineering notification that processing is complete and that separation requirements have been l

accomplished.

i In the interim, this instruction authorizes l

a random, in-process inspection at intervals j

detemined by the QC Supervisor or his designee, to identify to the extent possible, any problem areas where separation requirements may be extremely difficult or impossible to I

achieve without the removal of portions of the raceway.

b.

Prior to final separation inspection, a preliminary walkdown inspection shall be performed to detemine the status -of Class 1E electrical (cables / equipment) separation acceptab11ity.

l This preliminary walkdown should be performed two (2) to four (4) weeks prior to final separation inspection after which written notification from Area Management has been received.

The QC Inspector shall record 1

discrepancies noted on the Separation Punchlist, I

reference Figure 2.

At the time of final walkdown, any other unsat conditions that are found will be added to the original Separation Punchlist and distributed in I

accordance with the instructions listed on Figure 1.

l NOTE:

Separation discrepancies noted during the walkdown and separation requirements that require Owner approval are documented on Figure 2.

Owner approval will be in the fonn of a CPPA letter. Figure 2 and Owner approval j

shall be attached to the Final Sparation Inspection Report, Figure 3.

Class IE electrical raceway and electrical equipment separation ' inspections (final) shall be documented on the Inspection Report (Figure 3),

in accordance with Reference 1-8 and fonvarded to the QC Supervisor or his designee for resolution.

. Separation Punch 11st (Figure 2).

Step 1:

QC will report the unsat as-found condition in the Block 2 Description Section.

2:

QC will retain a copy of the Separation Punchlist and forward the original Separation Punchlist to Engineering for disposition in Block 3.

3:

Upon the completion of the Engineering Disposition Block 3. Engineering will assign the responsible craft in Block 4 and forward the original Separation Punchlist to QC for distribution.

4:

Upon receipt of the original Separation Punchlist, O

aC wiii make the distributica coPr to the responsible craft superintendent as designated in Block 4.

When the responsible craft completes the items

listed on the Separation Punchlist. QC will be notified by ' memo with the Separation Punchlist I.D.

number and itan number to be inspected.

Upon receipt, of the memo from Construction QC will verifyl that the itea listed has been completed. If the item is fw nd to be acceptable.

If the item is found l

to be unacceptable, it will be noted on the memo from construction and be returned to the originator.

A Separation Punchlist Log will be maintained by e
