2.0 GENERAL i

2.1 PURPOSE AND 5 This Quality Instruction supplements Reference 1-A and is established to verify the adequacy of installed Class 1E equipment and systens at Comanche Peak Steam Electric Station.

3.0 INSTRUCTION l

l (1) The frequency of inspection efforts shall be as directed l

within this instruction, unless directed in writing otherwi se, by the Quality Assurance / Quality Control i

Supervi sor.

l (2) This instruction shall be perfonned upon completion of construction activities (i.e., room or area).

l (3) All Class 1E and non-Class 1E cable, raceway and equipment installations within the scope of Reference 1-A shall be inspected and documented in accordance i

with this Instruction.,

(4) A craft accompanied post construction verification walkdown shall be conducted by the Electrical QC Inspectors to detennine the status of itens.

(5) Where cable tray, cable or other electrical equipment is covered or coated, the documentation initiated by the original inspections shall be sufficient.

(6) The Post Construction Verification inspections shall be performed according to the criteria defined in Paragraphs 3.1 and 3.2 of this Instruction. Inspection results shall be documented on Class 1E Electrical Post Construction Verification Inspection Reports (Attach-stats 1 and/or 2).

(7) When unsatisfactory condi tions are identified, the respective inspection attribute (s) on the IR shall be checked "Un-sat" and the deficient items and conditions

shall be clearly and concisely recorded on a Post Construction Deficiency Li st (Attachment 3).

The Deficiency L!sts shall be attached to each respective IR and the IR's shall be processed in accordance with Reference 1-0.

(8) Open Post Construction Deficiency Reports that wre prepared and i ssued in accordance with previous revisions to this instruction shall be processed and closed out according to the following:

a.

Status. legs shall be manually maintain'ed under the direction of the cognizant QC Supervisor to status and control the open Deficiency Reports, b.

The Deficiency Reports shall be routed to the cognizant Construction Supenisor for correction /

g resolution of the reported deficiencies.

I c.

Following correction / resolution of the deficiencies reported on each Deficiency Report, the affected itens shall be re-inspected.

Inspection results shall be documented on Inspeciton Reports, Attach-l ments 1 and/or 2.

The responsible QC Inspector shall attach the applicable Deficiency Report to each Inspection Report d.

The Inspection Reports (Attachments 1 and 2) shall be processed and completed in accordance wi th Reference 1-0.

CEC 14 ISs3 3.1 POST CONSTRUCTION VERIFICATION 3.1.1 Verify Cable Tray

)

The QC Inspector shall perfonn a visual inspection to the maxiasi extent possible without disassembly of all cable tray raceways, i.e., cable tray covers, firewrap, thermalag,

to ensure that the trays are free of damage.

Damage inspections shall consist of, but are not limited to, the

' following:

a.

Cable tray shall be free of burrs, rough edges, or foreign material.

b.

Damage to Galvanized surfaces is to be repaired by application of Galvanox or similar approved product.

c.

Proper workmanship has prevailed to ensure over-all l

quality product free of surface damage, warpage, bent side rails, etc.

d.

All cable pulling aids have been renoved (i.e., rollers fish tape, tape rope, etc.).

3.1.2 Verify Conduit The QC Inspector shall perform a vi sual inspection, to the maximmt extent possible without disassembly, of conduit raceways to ensure condutt is frse fran damage.

Conduit shall be free from bu rrs, rough edges or foreign materials.

Conduit bends shall not show excessive flattening or i

Interruption of the smooth bore of the conduit.

Excessive flattening is defined as that amount of flattening which reduces the conduit outside diamater by 257..

Bushings, fittings, and hardware shall be in place and secure.

All cable pulling aids have been renoved (i.e.. fi sh tape, tape rope, etc.').

Conduit cover, junction box, pull box and tennination box covers and gaskets have been installed.

3.1.3 Verify Cable Installation The QC Inspector shall perfonn a visual inspection of cable installations to ensure cables are free of damage.

This inspection shall consist of, but is not limited to, the following:

a.

Cables shall be free fran damage and debris.

b.

Cable band radit have not been violated.

, c.

Cables are trained and properly secured with cable ties.

d.

Power cable spacing has been maintained in accordance with Reference 1-B.

Cable slack of 2 inch minimum is provided at transition points between cable tray sections at different elevations and at conduit entries to cable trays and i

between category I structures.

f.

Cable installed in trays shall be below side rails.

3.1.4 Verify Equioment Instal 1ation The QC Inspector shall perfonn a visual inspection to ensure that the installed equipment has not sustained damage and that good and proper workmanship has prevailed. This inspection shall consist of, but is not limited to, the following:

a.

Equipment has sustained no visible physical damage.

b.

Covers shall be installed and conditions of gasket materials have not deteriorated or sustained damage.

c.

Cables shall be properly trained, bundled and. tied with ty-raps in a neat and onferly manner.

Conductor insulation free from damage.

Step (1) is for personnel safety. Reference to drawings or specifications is not necessary or required.

3.2 INTERNAL WIRING SEPARATION Separation between field run redundant Class IE cables and Class IE/Non-Class 1E cables within equipment shall be maintained in accordance with the equipment specification.

If the specification gives no separation requirements, the mininsa separation distance between redundant Class IE and Class 1E/Non-Class 1E cables shall be greater than or equal to 6 inches.

In cases where the above separation criteria cannot be maintained, barriers shall be installed between the cables.

Barriers used for separation will be as follows (See for typical examples):

1.

Metallic conduit; including Servicair Company FC 33 i

flexible conduit.

I 2.

Two sheets of fire retardant material separated by a minimum of Is" of. air space or themal insulating a

material.

3.

A single barrier with a 1" maintained air space or thermal insulating material between the components or I

devices and the barrier.

Redundant Class 1E circuits shall enter in separate apertures and teminate on separate teminal blocks or connectors as shown on G&H design drawings.

The following cabinets have been analyzed and are exempt from the separation requirements; however, equipment that provides for channel or train separation shall be utilized when available.

Note:

TBX for. Unit 1 and TCX for Unit 2.

Solid State Protection System T-X-ESELTC-01 (Test Cabinets)

Upgrade Protection &

Surveillance T-X-XIELSS-50 Process Racks T-X-XIELRK-01 T-X-XIELRK-02 T-X-XIELRK-03 T-X-XIELRK-04 Protection channel wi ri ng, safety-train wi ri ng, and Non-safety train wiring within panels IPC1, IPC2, IPC3, IPC4 will be in different wire bundles. These bundles will be separated to the eximum extent practicable.

3.3 DOCUMENTATION Inspection Reports shall be processed in accordance with Reference 1-0.

3.4 NONCONFORMANCES Nonconfonnances shall be docunented and identified in accordance with Reference 1-E.
